territories that provide food cancel out one point of members rating or provide a little cash - it's better to use the rating reduction, though. you just might have enough to have spare food
note that clan gangs AUTOMATICALLY have a Holestead for their first territory. This may even be a special territory that is restricted to them.
Could I perhaps construct this table so that the Wastes one is unnecesary? Perhaps wastes gangs would roll less dice or something?
